Implementation of the new Additional Learning Needs (ALN) system and the effective transfer of learners from the existing Special Educational Needs (SEN) system.

This submission captures the thoughts and experiences of Elidyr Communities Trust (ECT) only,  regarding the implementation of the ALN system. However, ECT is also a member orgainsation of Natspec, and we support, agree and have contributed towards the points they have raised within this consultation:

 

Ambiguity in the ALN Code on what further education and training is, and when it commences.

Individual Development Plans (IDPs)

Access to information and guidance for learners and their families.

Protocols for reassessing ALP when FE placements break down.

Transport for adult learners with ALN

Equitable entitlement to three-year FE programmes

 

Further to the points above, ECT would also like to add concerns around the engagement levels with us as a specialist provider, from Local Authorities and commissioning teams.

We have used a number of platforms to try and engage with Transition Coordinators and ALN leads, to support a greater understanding of our specialist provision, therapupic and total communication environment, and how we can meet the complex needs of the young people who live and learn with us.

Unfortunately, attempts have been unsuccessful, and we have had little or no attendance or engagement from any of the information sharing events we have arranged.

Due to this, as an organisation, we have not been able to have the professional conversations needed for the effective implementation of the ALN system.
